Summary

Research, develop, and drive aligned positions on key state policy issues that reflect Novartis business priorities related to patient access and pharmaceutical innovation while applying data and key partnerships to identify and anticipate future trends in state policy.

About the Role

Major accountabilities:

  • Assist with the development of Novartis state policy positions that are aligned across Novartis business units and predictive of trends. 

  • Track and analyze state legislative and regulatory proposals for potential impact to Novartis. Partner with State Government Affairs colleagues to develop policy materials to support their advocacy work on priority issues. 

  • Use data from state legislative think tanks to gather insights and anticipate 3-5 year trends in state policy that present opportunities or risks to NVS portfolio. 

  • Partner with State Government Affairs team to identify emerging issues of greatest concern to Novartis and engage cross-functional partners in early advocacy planning on these policies.

  • Collaborate cross-functionally to identify the potential impact of legislative and regulatory proposals and educate across the US business on potential impact.

  • Partner with Issue Advocacy colleagues to inform their strategic engagement with external groups from a state policy perspective.  

  • Develop materials for use in educating internal colleagues on specific policy issues (e.g., drug pricing, 340B, patient access).

  • Participate actively in key trade associations (PhRMA, BIO) to shape their approach to Novartis priority areas. Ensure knowledge sharing and coordination with US Public Affairs colleagues.
     

Key performance indicators:

  • Achievement of impact on Novartis policy priorities in key states identified by US Public Affairs.

  • Development of prioritized policy tools and resources that incorporate predictive analyses to project the impact of future state policy threats and opportunities.

  • Identification and execution of research projects that would help proactively shape the future state legislative environment.

  • Proactive engagement on state policy with trade associations that shapes future industry-wide positioning priority issue areas.
     

Minimum Requirements:
Education

  • Undergraduate degree required.  A master’s level degree is preferred.

Work Experience:

  • Minimum 5-7 years of professional experience in state policy at a pharmaceutical company or trade association, life sciences consulting firm, or in state/federal government-focused roles.  

Skills:

  • Understanding of pharmaceutical industry business model, regulatory/legislative processes, and government health care requirements required. 

  • Demonstration of effective written and verbal communication skills and ability to collaborate cross-functionally in a large enterprise. 

  • Ability to work independently and stay current with new and changing regulations. 

  • Excellent computer skills (Microsoft Office; MS Excel, MS PowerPoint, and Adobe Acrobat).
