Job Description

To lead the Country Procurement organization of an extended team comprising of in-country resources and co-located resources in NGSC’s and potentially other locations.

Develop strong relationships with divisional and functional business teams; understand strategic business priorities and translate into procurement strategy to unlock value for Novartis.

Leading the third party spend portfolio environment:
- To support the business and function strategies
- Challenge inefficient spending and propose re-engineered solution to optimise value.
- Manage processes in operations & compliance, driving simplification, innovation and value creation initiatives.

Major Accountabilities
• Provides procurement leadership and accountability to ensure sustained value delivery through in-country initiatives, projects & activities
Ensure strong contribution to development and implementation of global projects as applicable to value creation in Japan.
Understand function global strategies & embed them into the country plans that work at both spectrums of Global and Japan, including integrating & managing co-located network of resources in and out of Japan.
• Review and develop annual Procurement plans for Japan, ensuring full alignment with the Japan business; identifies, prioritizes and coordinates opportunities and initiatives. Mobilizes senior business management to sponsor change and value creation.
• Closely cooperates with Global Category Management, Procurement Operations and Change & Knowledge Management to ensure strategies, best practices and standards are cascaded to country organization and in-country business requirements are informing holistic strategies. Lead Japan team to work in a more inclusive way and scale up Japan best practice in global proactively. •Strong business/customer centric mindset, proactively provide true insights which is more than savings to business, drive change and impact for Japan procurement to next level. Seek for more opportunities for business from procurement perspective.
• Ensures availability and usage of Procurement systems and tools in Japan and ensures consistent tracking of savings and other Procurement KPIs, according to policies.
• Works closely with country CFOs and senior business stakeholders to drive and fully implement continuous innovation and improvement initiatives to optimize the Procurement structure, process, and contribution.
• Consistently improve the performance against KPIs; fully strengthen and optimize 3rd party vendor management to create exceed target and drive innovation.
• Provide decision leadership, project, and change management initiatives that challenge spending behaviour, service level definition, and policy setting to implement productivity and efficiency improvements beyond application of buying levers.
• Drives adherence to highest ethical standards, while ensuring process simplification and clarity keeping policies current with Novartis business strategy and external best practices.
• Inspires a strong culture of process and procurement excellence, x- country collaboration, consistent policies and procedures and talent development.

Minimum Requirements

- Effective creation of country savings pipeline and category projects to deliver in-country
- Achievement of savings targets: As per savings guidelines and other broader agreed savings targets
- Increase Procurement effectiveness (realize the benefits of productivity and process improvements such as, outsourcing, cross- divisional category management)
- Achieving operational KPI’s - e-sourcing targets, hands free sourcing & guided buying targets
- Achieve SRM strategic KPI’s, develop robust preferred suppliers & good management of supplier tail; drive external innovation by prefer vendor management
- Deliver visibility of value creation through reporting and value analysis for stakeholders; achieve insights/data drive business decision
- Compliance to other targets, processes and guidelines (Cash Flow targets, Procurement policy, MCE SOP’s Purchase Orders, R2P, etc.)
- Attaining key milestones on sourcing and negotiation project plans
- Thought Leadership performance standards in people management in the Unbossed, Curious, Inspired spirit
