The Novartis North America Public Affairs (NAPA) team is seeking a Head, US Issue Advocacy to join their team in Washington DC to develop and lead public affairs issue advocacy campaigns that advance the goals of the US business. Serve as NAPA lead on product launches and create and implement public affairs strategies and tactical plans that advance NVS franchise objectives. Manage relationships with external advocacy organizations that are active in health policy debates, ensuring a one NVS approach to policy alignment and advocacy.

Your Key Responsibilities:
• Lead the development and execution of NA Public Affairs campaigns that advance the goals of the US business. Interact with franchise leads to identify risks and opportunities to busi-ness success and work with NAPA functions and other internal partners to develop and exe-cute campaigns that shape a favorable operating environment and support business goals.
• Serve as US lead to GPA Global Portfolio Public Affairs, collaborating with the function, in-forming global strategy development, and sharing US approach and best practices.
• Lead US Public Affairs launch readiness support, developing PA strategies, in consultation with NAPA functional areas, to support key US product launches.
• Lead Alliance Development function, serving as main point of contact for patient advocacy and other third-party organizations involved in driving state and federal policy agendas. Co-ordinate engagement with colleagues in Communications and Patient Engagement and the commercial teams to ensure an aligned, One NVS approach and position.
• Coordinate and manage NAPA cross functional initiatives – across Federal Government Af-fairs, State Government Affairs and Public Policy – that achieve NAPA priority goals. Establish operating frameworks, metrics, coordinate with internal partners, and drive initiatives to completion.
• Represent NVS on the Alliance committees of trade associations including PhRMA and BIO, advancing NVS priorities at trades and shaping their alliance agendas.
• Serve on the Novartis NA Public Affairs Leadership Team (NALT).

Minimum Requirements

What you will bring to this role:
• Undergraduate degree required. A masters level de-gree or equivalent in law, public policy or health ad-ministration is preferred.
• Minimum 10 years of professional experience prefer-ably in pharmaceutical or health care industry; expe-rience in Public Affairs, specifically working with elect-ed officials, executive level management, patient groups, advocacy community, and industry associa-tions; and successfully working within a corporate structure.
• Deep knowledge of US political and policy landscape; key government health programs (e.g. Medicare, Medicaid); patient advocacy community; and the in-terplay of the above.
• Strong understanding of pharmaceutical industry business model, the intersection of business and pub-lic policy and macro healthcare trends.
• Experience working in and across communications, advocacy, and policy functions and developing strate-gies that bring all functions together for a successful result.
• Experience developing and executing issue campaigns around health policy topics.
• Proven ability to communicate business critical infor-mation at senior levels and to reconcile multiple stakeholders. Experience working with senior level and/or c-suite executives.
• Excellent project management capabilities.
