Job Description

Job Purpose:

The Director GA (government affairs), AAA UK, Ireland, Nordics & Baltics, will be a member of the AAA UK, Ireland, Nordics & Baltics Leadership Team and responsible for strategic partnerships and policy creation and for driving the HCS centricity of AAA in support of the Novartis strategy in targeted radioligand cancer therapies (RLT) and in order to establish RLT as new cancer care paradigm. This includes but is not limited to:
1) the development of strategic partnerships and external stakeholder engagements (e.g. industry alliances, multi-stakeholder alliances, PPPs), in particular with a focus on RLT, NETs, prostate cancer/men’s health and AAA footprint, in order to maximize the RLT share of voice to (public) decision makers and to facilitate innovative PPPs
2) policy shaping towards better alignment of radioprotection and drug/health policies, more effective regulation of radiopharmaceuticals along entire life cycle (e.g. exclusivities, regulatory pathways, ...) and disease area policy as applicable
3) HCS readiness with a particular focus on strengthening healthcare infrastructure and systems of care for RLT (e.g. via reform processes) as well as on tailoring and securing public/3rd party funding for RLT education, RLT research and RLT infrastructure
Engages with multiple external stakeholder groups while securing internal alignment with other functions at AAA (e.g. commercial/access, R&D/regulatory, medical, legal, comms & advocacy, tech ops) and with Novartis (e.g. group public affairs, oncology) to maximize impact for the RLT platform.

Major Activities:

Key focus is to support the RLT business from a partnership, policy and HCS perspective (PPH), with a view to establish long term success of the RLT platform as new pillar in oncology care.

Map & plan
Lead the development of the GA Strategy for the RLT platform in UK, Ireland, Nordics & Baltics across all relevant franchises (e.g. NET, prostate)
• Develop the strategy in alignment with AAA UK, Ireland, Nordics & Baltics business priorities, global GA strategy and a OneNovartis mindset as well as based on insights from stakeholders and from policy and HCS analysis
• Develop action plan to operationalize the strategy and secure budget, including development of internal and external positions/narratives/toolkits, outreach approaches, localization of multi-country projects among others
• Advise General Manager and Leadership Team on external environment, potential partnership, policy and HCS challenges and opportunities impacting the AAA portfolio (PPH launch readiness assessments) and advise on how to address them, driving AAA’s HCS centricity
• Bring AAA perspective, RLT expertise and PPH capability to respective Novartis affiliates more broadly, in particular to alignment platforms of various externally facing functions

Engage & shape

Be accountable for the GA Strategy implementation, ensuring support across AAA/Novartis matrix and from externals as needed
• Lead initiatives to facilitate evidence creation around RLT integration into cancer care, to mobilize stakeholders and alliance partners and to drive consensus building
• Remove policy and HCS hurdles for RLT integration into mainstream cancer care via strategic partnerships, policy co-creation and HCS readiness
• Position AAA as the Novartis RLT platform and as external partner of choice for various healthcare systems

Minimum Requirements


Bachelor’s degree required. Advanced degree strongly preferred.

Language: English proficiency

Experience / Professional requirements:

• 5+ years working experience in a GA/international relations/public affairs or related business setting

• Proven history of developing impactful partnership, policy and/ HCS strategies to meet external stakeholder needs and business priorities

• Independently and successfully managed complex projects with high visibility, ability to lead without authority

• Understanding of biotech and / or pharma business model and drug development process

• Understanding of key topics in healthcare, nuclear energy and politics

• Ability to understand and translate scientific/oncology concepts into political stakeholder language

• Understanding of political developments, the structure of administrative organizations and administrative practices

• Strong external representation and negotiation skills

• Willingness to travel (15%)
