Job Description

Job Purpose
・To lead the Oncology country MSL department in alignment with CPO, global medical affairs organization and with Oncology Medical & franchise strategy.
• To establish Oncology Japan centre of excellence for MSL within the framework of the Oncology Medical and Oncology organization.
• To build MSL capabilities, ensure appropriate skill up, to establish appropriate metrics to measure success and to ensure rock solid compliance.
• To build a level of MSL excellence that to be determined future can be sustained within the framework of the Oncology Medical.

Leadership & Management
1. Responsible for building, managing and leading a high performance team of Medical Science Liaisons (MSLs).
2. Provide ongoing assessment of MSLs’ competencies, skills, effectiveness and progress toward objectives.
3. Responsible for the performance management, evaluation process, and organizational talent review process for the MSL team.
4. Ensure ongoing scientific training of MSLs to support timely and robust scientific discussions with Medical Experts.
5. Ensure Post-marketing surveillance (PMS) field operations of MSLs.
6. Contribute to the professional development of MSLs through training, coaching, mentoring, including conducting needs assessments, developing and implementing MSL training plans.

Execution of Strategy
7. Responsible and accountable for the planning and execution of MSL strategic and tactical plans, aligned with the Oncology Global Development & Global Medical Affairs.
8. Represent MSLs in CPO specific cross functional & cross therapeutic area projects, as assigned.
9. Identify and execute opportunities for productivity and/or efficiency improvement with appropriate colleagues.
10. Coordinate the collection and reporting of consolidated Medical Expert/Health Care Professional insights that may impact Novartis development plans, trial designs,launch strategies, tactics and medical education programs tailored to physician needs.

Resource Allocation
11. Recruit, hire and on-board a high performing MSLs in collaboration with local team.
12. Optimize resources within assigned team priorities.
13. Ensure consistent and compliant application of effective technology to enhance productivity of the team.

Local & Global Collaboration
17. Represent local MSL Dept. through the support and active contribution of the Global Oncology MSL Leadership Team objectives.
18. Represent MSL Dept. through participation in cross-functional planning meetings between Global / Regional MSL Leadership and other CPO functions, such as, Business Franchises and Health Policy/Market Access. (e.g. IDAPS)
19. To ensure compliance of MSLs in all interactions and maintain continuous liaison with the Regional and Local compliance functions to ensure that all processes and activities are compliant with internal and external policies (e.g. NP4, Medical Affairs Field Interactions implementing procedures, industry codes).
20. In our high-performance team environment, the role requires optimization of available Novartis resources and appropriate cross-functional collaboration with Medical Advisors, Commercial, Scientific & Medical Communication Managers, New Product Strategies, GenMed counterparts, in accordance with compliance guidelines to ensure a successful, integrated regional medical plan.

Minimum requirements

Required: Be considered as a peer to the Medical Experts.
MD, PharmD, pharmacist, PhD and other life sciences or equivalent with solid medical/technical background and proven competencies including influencing, negotiation, presentation skills, clinical research insight, business and market knowledge.

Fluent in English & local language (oral and written).

Professional requirement:
1. Demonstrated capabilities for a field based medical role and proven competency at the Sr. MSL level
2. Proven ability to lead and coach scientific/medical personnel at all skill and knowledge levels
3. Proven ability to interpret, communicate and implement medical/scientific strategies to direct reports
4. Strong leadership/people management mind-set, personal integrity and demonstrated customer focus
5. Comprehensive knowledge of the Novartis drug development process
6. Strong knowledge of the market, encompassing medical strategies and market trends
7. Excellent interpersonal, communication, negotiation and presentation skills
8. Must be able to organize, prioritize, and work effectively on multifunctional teams in a constantly changing environment and to motivate a team to do the same
9. Thorough understanding of internal/external ethical
